<description>&lt;p&gt;I had wondered that myself. I suspect, though, that it has more to do with his desire to needle President Bush. Giving charity to the most liberal state seems like a good way to do that. (Also, apparently, Delahunt, who&apos;s from Quincy, just happens to be very involved in Venezuelan and Latin American relations.)&lt;/p&gt;</description>
