<description>&lt;p&gt;The reason for the split vote is that voters were told again and again by the selectmen and in newspapers that if they did not vote for the casino agreement the casino would come anyway and they would get nothing.  People that did not want a casino voted yes for the agreement out of fear.  When they were given the opportunity to vote simply whether or not they want a casino in their town they were able to vote how they truly felt.  They were able to say NO to the casino.&lt;/p&gt;</description>
