Re new Blue Line cars:
to quote Gen. Westmoreland, "when you have them by the balls, their hearts and minds will follow". No infrastructure contractor of any kind wants to be anywhere near Boston when the whip comes down on the Big Dig. Siemens knew things could only get more expensive and cut their losses.
