<description>&lt;p&gt;Why don&apos;t the police just use the existing laws and nail people for things like reckless driving?

What&apos;s the point in legislating specific items, when we already legislate the overall activity? Why not just amend the existing laws to make sure the wording can include activity like texting?&lt;/p&gt;</description>
