Still, when Steven Phillips, a 32-year-old from Dorchester, allegedly stabbed two girls to whom he had allegedly and previously exposed himself, it might have set a new low. The latest on the case: The Suffolk County DA reports that Phillips is undergoing 20 days of psychiatric evaluation. [Globe]
