Well, now you have a model for such an undertaking in the Massachusetts Super Insulation Project. Sponsored by the state (in spirit, not monetarily), the undertaking will provide a model for future low-energy, environmentally friendly building codes and incentives.
The project is somewhat similar to the passive house concept recently explored in the New York Times, though passive houses are usually built with super insulation in mind from the beginning, while this house is being reinsulated after the fact.
