The proposed language of the ban would make texting a civil offense punishable by fines that grow with additional offenses. Various tests have found the risk of automobile accidents to be anywhere from eight to 23 times greater when texting. And if the ban on texting while driving forces you into a cab, be prepared to pony up: a new measure would allow police to arrest you if they have "probable cause" to think you didn't pay your fare. Previously, nonpayment would had to be witness by an officer.
