Heavy rains caused flooding and general havoc today in North Shore towns like Peabody, Lynn, Swampscott, Marblehead, Salem, and Beverly. The morning commute was a mess, flood advisories were in effect until 2:45 p.m. in Essex County, and Peabody's Mayor Michael Bonfanti declared a state of emergency until 6 p.m. that closed many slips.

A Peabody man is dead after apparently hanging himself with his own pants in a holding cell yesterday at Salem District Court. No foul play is suspected. According to the Essex County District Attorney's office, Harley L. Sawyer, 40, took his own life after pleading guilty to a larceny charge from 2006. and receiving a year of probation as a sentence. Court officials found an outstanding warrant on Sawyer from Texas for a probation violation. Sawyer reportedly wished to go to Texas to deal with the warrant before his suicide, his lawyer John Morris said. State police, Salem police, and the Trial Court are investigating the case. --For some reason, 32-year-old Keni Garcia of Haverhill allegedly wanted 85,000 bullets. The ATF, ICE and state and local authorities seem to think this was a bad idea. Who knew? Essex County prosecutors are charging Garcia, who was scheduled to become an American citizen today, with illegal possession of ammunition, three counts of possession of a high-capacity firearm, and illegal storage of a firearm. Investigators found 10,000 rounds in his car, 20,000 rounds at his house. He allegedly tried to buy 55,000 more rounds in New Hampshire.[Boston Globe, Boston Herald]
